The calculators on this page relate to elections conducted by the method of Single Transferable Vote (STV) as defined by the Electoral Reform Society [ERS97]. The quota calculator and required vote calculator can also be used for a single postion election carried out using the method of Alternative Vote as defined by the Electoral Reform Society.

Disclaimer: Please note that there may be differences in the way browsers interpret the JavaScript code and small rounding errors can occur in computerised calculations. These calculators are not designed to detect whether or not a situation could possibly arise in a real count situation. The source code of this page, which includes the JavaScript code for the calculators is open to public scrutiny. Instructions for the Quota Calculator

Enter the Total Vote, the number of invalid votes and the number of places to be filled
and this form will calculate both the Total Valid Vote and the Quota.

Note: If any votes become
non-transferrable after the transfer of a batch of papers, which takes place before any
candidate is elected, it will be necessary to re-calculate the quota. To re-calculate the quota using this form, input the
Total Vote and number of places to be filled as before but this time include the
non-transferable vote as part of the invalid vote.

Surplus Transfer Calculator

Instructions for the Surplus Transfer Calculator

  1. First enter the candidate's vote and the quota.
    (from the results sheet.)
  2. Consider the last batch of papers received by the candidate.
  3. Enter the number of papers in the last batch received.
  4. Enter the transfer value of the batch (The Transfer Value is likely to be either on the Counting Slip or written on each Ballot Paper. )
  5. Sought the batch by Next Available Preference (One pile for each continuing candidate and one pile for non-transferable papers)
  6. Enter the number of non-transferable papers in the batch.
  7. Press the "Calculate" button.
  8. The form should now display:
    • The Candidate's Surplus
    • The Total Value of Transferable Papers in the Last Batch Received.
    • The Number of Transferable Papers in the Last Batch Received.
    • The Non-transferable Difference (NTD)
    • The Transfer Value (TV)

Required Vote Calculator

Instructions for the Required Vote Calculator

If you are performing an exclusion you must recalculate the Required Vote

  1. Enter the Quota, Number of Places and the number of candidates deemed elected so far (from the results sheet) .
  2. Identify all continuing candidates (candidates neither excluded nor deemed elected) on the Results Sheet.
  3. Enter the sum of the votes credited to continuing candidates.
  4. Calculate the total of all surpluses that have not yet been transferred, and enter the Untransfered Surplus.
  5. If you are performing an exclusion calculate the Total Value of Votes Awaiting Transfer, and enter this figure.
  6. The calculator will calculate (b) the Total active vote divided by one more than the number of places yet to be filled.
  7. The calculator will work out the number of places yet to be filled and the total active vote.
  8. The vote required to be elected is the lower of (a) the quota, and (b) from above.
